The Urban Libraries Council

The Urban Libraries Council provides a forum for library leaders to share best practices and innovative ideas that inspire programs that support learning, a strong economy, and an active democracy. ULC programs are recognized for creating new frameworks that invigorate public libraries and their communities.

President and CEO, Brooks Rainwater, serves as a subject matter expert in the project. In addition, Femi Adelakun, ULC Director of Research and Data, and Colleen Morsli, ULC Chief of Staff, work with the CTG UAlbany research team in the different project’s deliverables.
